It is probably a reload using a once-fired shell. Hard to say if it’s “factory” or hand-made, but allot of these use the old fat finned flechette steel slug things from WWI, and just swag them into lead bands. handload (i think) with a commercial lead with iron core bullet.
Such bullets are found quite often in old european catalogues.
Value ? From my personnal scale I would say 3 or 4 Euros.
