.25 WSSM dummy

It came from Dan Dietz. It is very crudely made, so he thinks it may be a prototype or a tool dummy. Projectile is 6.5mm at the base. It has an engraving, which is close to unreadable. It says something like “25 WSSM”. Also I am not sure about “2” in front of “5”. Any help?

The now closed Winchester factory in Connecticut had these made for testing actions in their rifles.
Winchester had a brass case on the calibers shortage and had these made from a solid brass billet.
I had bought some for my collection and to resell may years ago from the gentleman selling out the Winchester factory items.
