I would say a Norwegian Blank made with US case.

Definitely Norwegian. I have these in my collection with headstamps L C 4, L C 51 and WRA * 45. Mine came out of Norway.

Acquired a 30 carbine blank head stamped FN 55 flat primer 3 stab triangles with green wood bullet held in place with 3 indentations.
