.303 Buckingham Mk I

I sectioned this fired Mk1 Buckingham recently. I was surprised to discover that the hole drilled into the base of the bullet is completely off centre. This can not have done much for its accuracy and is maybe an indication of the 1915/16 munitions crisis, when the loss of skilled men to the front, resulted in very poor manufacturing standards. I would welcome any other explanations.
