No, that is not a regular dummy or any other type.

I think it is something that has been put together by a dealer to sell to collectors. The bullet looks suspicious too, almost as if the tip has been made as a seperate part, perhaps because an incendiary bullet is illegal (in the UK) even on an inert round unless one has the correct Section 5 permit.
