5.56, Spanish or German?

I have a 5.56 NATO with the head stamp ( NATO CROSS SB 93 5.56) I’ve come to the conclusion it’s either Spanish military or German military made by Sellier & Bellot. It has a staked primer with green sealant and copper FMJ bullet. Now both of those are educated guesses, so it might be something else entirely. Anyone have a clue?
