8mm BESA Incindiary

Hello again everyone. I’m chasing down another one here that I can’t resolve on my own and need some assistance once again from you experts.

I have what appears to be a properly marked British 7,9 WW2 BESA incindiary round. Headstamp K43 BlZ. The problem I have is this neck sealant. It looks sloppy and I haven’t found anything that mentions any sealant, any comments?

And I forgot to mention there’s no blue tip. But the primer looks very good under the magnifier

That does not look like a legit UK case mouth seal.

But I do see remnants of the blue tip when I look closer…
