9x19mm "♛ 1943 HA"

I know I have asked this question before but I can’t find the post. Why were Danish allowed to use non German headstamp format when occupied by Germany?

Perhaps they were used only by Danish forces like Police.
In 1944 the German Code “pjj” was used.

Till 1943 Danish Police was fully armed and kept being equipped by the own industry.
This is why we see plenty of 9x19, grenades and some other items.
PJJ was the Wehrmacht code then.

Raufoss also kept their normal headstamp format during the occupation of Norway.

Was Norway allowed to be “non German” during WWII for the same reason, i.e.local police use?

I don’t really know anything about German use of Norwegian ammunition and weapons. They continued to produce Krag Jørgensen and Kongsberg Colt M1914 during the occupation, but I’m not sure who got these issued. Maybe the Hird? ( Norwegian that supported the Germans, paramilitary political organization ). Some prison camps also had Norwegian guards, usually loyal to the Germans.
