In Windows XP you can re-program your entire keyboard to type in many foreign language such as Russian Cyrillic. Go here for instructions:

You can install a Language Bar which allows you to switch between keyboards with a click of the mouse.
All of these keyboards work on the Forum for such things as typing in the contents of a cartridge box label in Cyrillic, etc.
To enter just a few characters in a non-Latin script such as Cyrillic, Hebrew or Arabic, etc. you can use the MS-Character Map program:
