This excerpt seemingly says that the Russians manufactured Mannlicher ammunition, although no mention of caliber (11 or 8 mm) is made.

Schneider it was the 8x50R which was produced by Russia. They also made some 6.5x51SR but these have not been identified today amongst existing cartridges.

Are all these documents dated?

The document is dated january, 1916, but refers to the previous months.

What was the headstamp of the russian made 8 Mannlicher?

The examples I’ve seen ID’d as Russian did not have a headstamp.
