C-I-L Imperial 12g box with "seconds" overlabel

I remember asking this question (maybe not at the forum) but can’t find the answer to what “seconds” mean. So what is 'seconds"? Defective shells?

Generally indicates that the items are not to specification, slightly damaged or soiled. If military ammunition, seconds would usually be relegated to practice use only or for cases, turned into blanks.

Stores often advertise white goods as factory seconds, because of dents or scratches on them. Same fridge but cheaper because someone scratched the side.
