Chinese submunition bomblets

It 's very similar to m77 submunition bomblet of the MLRS

Any information on these? I have been able to figure out they are packed into 122mm artillery rockets, and have been found in the Middle East. I am interested what the holes in the sides are for, haven’t seen them before in similar submunitions.

As the holes are angled and with a twist they wether do reduce spin or increase it, depends on what spin is generated by the 2 top winglets and what rotation needs to be decreased or increased.
