Those are usually reloaded wood bullet blanks. Note the triangle reload mark.

I believe the triangle mark means reloaded/repacked for Home Guard use. I have a ball rd with that mark.

I have it on blanks,dummies,and reloaded ball rounds but most commonly on wood bulleted blanks.
