ID on .38 Special

I came across a .38 special cartridge I can not ID positively so far.
Brass case with non magnetic FMJ round nose projectile (tombak colored), brass primer and red primer annulus.
Head stamp is: 38 81
It came with the info to be Chinese.
Can anyone confirm or correct this information?

May have come from me originally. About 25 years ago I obtained a number of boxes of this ammo (actually a can of boxes). They are from Taiwan.

They are described in Otto Witts book on 38 Special headstamps.

So it is not Chinese at all (just politically).

Depends on how you define “China”.

I guess the PRC would claim the cartridges as Chinese because they claim Taiwan is part of the PRC.

The people of Taiwan would claim the cartridges are Chinese because they consider themselves Chinese. In fact, when the cartridges were made in 1981, I think the government on Taiwan still claimed to be the government of all China!

Interesting question for those collectors of PRC or Chinese ammo!!!

Correct, I tried to figure if it belongs to my core interest or not. Knowing it is Taiwanese I do not not consider it to be Warsaw Pact or one of it associates like the PRC.
