Interesting 7,62x25 Ulianovsk headstamp

Hello, has anyone seen a similar signature?
There was only one such among the 71 pieces in the magazine. Other headstamps: 3 * 44 *; 3 * VI 44; 3 * VII 44.

The new signature “VII 44” is consciously deployed in an open place, and doesn’t contain unnecessary “3 *”.

Is this a short lot used to test new stamp, or something else ?

I have a number of double-stamp Tokarev cartridges, but this is the only one I have ever seen using a second, incomplete bunter. I would doubt it is some kind of test or experimental, however I can’t think of any other intentional purpose.
