Japanese 25mm Navy Dummy Cartridge

Although it is in relic condition, this Japanese 25mm Navy Dummy cartridge is still scarce.
Some vandal wanted the fuze so I ask would it be a brass or steel dummy fuze?

It is hollow inside down to the base hole. Base has a screw so would have unscrewed.
The projectile has steel drive band so not sure if it is one piece body or has an inserted projectile.
K.Elks book Vol 2 p.163 shows a dummy but not sure if steel or brass bands.
I would like to repair and fill the damaged parts. Pitting is another problem (too hard?).

In my experience the material of the fuze was not based upon the type of munition, but instead the period of the war during which the fuze was manufactured. The later the manufacture, the less brass available and the more steel utilized. I have several different fuzes in which each model can be found in all brass, mixed brass and steel, or all steel. I’ve seen this on both live fuzes and dummies.
