I think you are right. Those were not for sale. The shop owner is an ex Marine and keeps some things on display. I did buy one thing at that shop. A bumper sticker saying “My daughter is in United States Air Force”.

The original object in the photo looks more akin to a caltrop, used to debilitate and prevent horses from going through an area.
That or a filler for a giant steel tumbler for industry?

Looks like he is confusing a caltrop as a lazy dog, and as mentioned is most likely neither.
This is how they look after excessive use, i.e. this one is worn out.
