yes. both cartridges use same case, except that grenade launching cartridge does not have protruding bullet tip

Inert grenade in a plastic transport packaging… 1960’s.
Left cartridge - for grenade. With pusher’s. Right cartridge - for shooting at targets (cars, peoples etc.:) ) With bullet.

Inertammo, you forgot the 13mm PZh-13. It was also a silent one.

As for experimental ones there were also 35mm and 40mm silent grenades.

It is the 7N36, a rather “new” cartridge when judged by what people call new.
The original SP-4 underwent some modernizations and got tubular jacket on the projectile now (likely to reduce barrel wear). Why they switched to brass is hard to say but at least these are made by Tula (TPZ) now. Those CCS were made by Klimovsk (KSPZ).
