NATO code ID "WFL" on functional lot of 7.62mm belted blanks

I have found this image in the web and was not able to ID the code “WFL”.
It appears to be a functional lot.

Anybody who knows more?

Isn’t this an identifier for how, by whom and to whom it was distributed?

if these are Routing Identifier and Distribution Codes, it would mean that “WFL” stands for 1014th Combat Support Company, Standard Army Retail Supply System Level 1, Athens, Georgia

tennsats, not really. As it was figured it is identifying the entity which repacked or belted these cartridges.
