Northeastern Military Industrial Ministry Factory 22

During the Korean War, and perhaps before and after, 7.62 x 25 mm Tokarev ammunition was made by a factory given the designator “22.” There is a headstamp, likely from a box that is shown, in Chinese, as from Factory 22, that appears on the cartridge as “D22” and was made in 1951 specifically for the Type 50 Submachine Gun (Chinese copy of the Russian Sphagin PPSh 41, called by most Korean War vets the :“burp gun.”

Can anyone supply the actual name and location of this factory. When I say “name,” I mean the actual name of the company, not the “22” or “D22” coded designator.
