What little I know is that P. Orr started in the clock and jewerly business in India in 1843 and at some point in the 1900’s expanded into arms and ammuntion. Any help in anwering either queston is greatly appreciated.

Hi Rene
That was my first thought also except for the fact that
The paper case has
MADE IN U.S.A.
printed on its side.
The brass head/cup matches one used by Federal Cartridge Corporation as does the headstamp imprint. Federal manufactured for Gambles, Sears - Roebuck, Montgomery - Wards, Western Auto, Savage and possible more per R. Iversons shotshell book.
P. Orr and sons were agents for many companies (including US) before and after India’s Independence in 1947(bikes,auto’s,survey equip, guns & ammo). Just my quess that shells were mfg in USA because of printing on case wall.
