Shotgun shell identification

I came across this 12ga shotgun shell. I would like to know if it is a military or proof load, its year of manufacture and if it was a government contract. It has high brass (including the rim) measuring 2.56 inches. The primer is painted red.

Hi Joe, it is a 00 buck load military contract taken from Remington Arrow boxes marked “U. S. Property”. Date codes observerd are from the 2nd half of 1941.
