Sponge-Tipped Bullets?

Does anyone know what these might be?

My guess is a 40mm sponge round, like the one’s manufactured by DefTec (US .mil XM1006…Safe distance is 0-3 feet, depending on which test bank you review.)

Rifle bullets or even 12ga projectiles made from any ‘sponge’ material would be ineffectual; conversely rubber projectiles are capable of causing serious injury.

There are several designs in 40mm with various soft materials like sponge or soft rubber and very small propelling charges.

These are on the market fo quite some years now. Here in Europe NICO and B&T are the most common ones.
