Unknown "paperboard" Cartridge Please help with ID?

I picked this up on a sale with other paper cartridges.
The paperboard was invented in 1817 in Germany (Wikipedia) so it may be old or may be new?
Outside case diameter is app 6.185" or 15.69mm
total cartridge length is 1.629" or 41.44mm (including exposed bullet)
inside case, around the bullet is app. .577" or 14,70mm
The base seems to be more paper the paperboard.
Any ideas if new or old and what caliber or firearms it is used in?
