Unkown cartridge?

Yes, I would go with that, an ignition cartridge of some sort.

Otherwise the dims are close to the 15x23 CF French Revolver / synonym Martini-Francotte carbine, except that the rim diameter of the french 15mm is 17 to 17,2. It existed also as shot cartrdige with a papercased insert.for the shotload.and for this the mouth was very slightly crimped over/into the cardboard insert…
