That company went by both Velet and Velex, and usually had red sealer over the bullet tips which had primers to make a pop when they hit. Around in the 80’s, and didn’t last too long. Exploding cartridges like that are illegal in a few states, but are relatively less dangerous than several other pistol projectiles which are not restricted. The Reagan shooting lead to scrutiny over them.
