VOG-17 question

Hi guys,

I have the VOG-17 round shown in the photos below. It has the older type of fuze. My question is whether this can be considered a rare specimen.

This is a training VOG-17 (not VOG-17M) with a VMG fuse (and not VMG-M) … not rare, but not frequent.
The INERT stamp is interesting … by whom and when is it marked?
