What is it?

I found it in my old stuff, no recollection whatsoever. Is it an industrial tool of some kind? Measures about 14x33mm.

Could it be a dummy for some smooth bore caliber (.410)?

I had thought at first possibly a snap cap. but no firing pin indent/marks. My guess some sort of industrial or utility cartridge??? Is the ‘primer’ fixed or spring loaded?

Yes, snap cap is the better description.
Here’s my example. It’s about 13,5 x 44.Primer is spring loaded.

I am at work now, away from that round, shall investigate the primer when at home. Why is there a 4-prong modufication on the periphery of the “projectile”?

It may be a screw in plug retaining the spring and primer/plunger?? There also appears to possibly be seam just back from the front of the case.

There is nothing in that black hollow shaft of the “projectile”, I can see the brass of the “primer” at the bottom. There are letters and numbers on the edge of that “projectile” but half erased, difficult to read.
