Winchester No. 10 Nublack Paper Shotshell

This morning one of my co-workers gave me a elongated paper shotshell that looks exactly like the one in the following link:

I believe that it may be some kind of Cartridge Actuation Device type cartridge. Any specifics about this cartridge would be appreciated.

Hello Leon, this is a pyrotechnic spotting cartridge designated “Bomb, Signal, Practice, AN-Mk 4” for the Mk 5 and Mk 23 practice bombs used by the navy.
