WWII Soviet reloaded cases?

Is there any evidence to support a claim that the Soviets reloaded fired cases during WWII? A gentleman suggested to me that this was a common practice to reload 7.62x54r fired cases, not into blanks, but ball cartridges. This was as a result of wartime pressure and material shortages, apparently.

Did a lot of research in that field and never found any indication for this practice.
